Did I previously say that "Requesting Change Was Going to be Easy?" That answer would be no, but I did say "Requesting Change: It's a Matter of Administration and Legislation." This week I broadened the Request to Change Title IV-D Welfare back to what Congress intended it to be and now I have delivered the message not only to all of DHHS but to all of Congress. Who did I broaden that request to? That's right.. the entire Congress so that they will perform their duty to ensure that Title IV-D is no longer abused as a revenue creation tool for the states . It was alot of work to get this message out, but Congress had to know that DHHS was not following the entire intent of Title IV-D and that instead of repaying back the tax payers as promised, they have been taking additional money out of the kitty.
Additionally, a new endorsement came on board this afternoon by Molly Olson, Volunteer Executive Director of the Center for Parental Responsibility. That organization has been working in Minnesota to bring changes to the Title IV-D system so that the program is being operated as intended as well. Tax Payers don't want to be footing the bill for a free-for-all spending program and they want limits imposed to prevent the States from using Welfare Programs to generate their own revenues as opposed to maintaining a safety-net for needy families.
Other organizations are well on their way to running National Campaigns to invoke participation restrictions on Title IV-D to bring this program back in line with expectations. Title IV-D Agencies across the nation will be streamlined to perform enhanced and quality services to the needy, meaning less waste for bloated beauracracies.
