Maryland Child Support Worker Pleads Guilty to Theft ~ Who's Stealing the Cookies from the Cookie Jar?

Since the nationalization of the federal/state child support programs throughout the United States it has become well-known for failing the taxpayers and their clients on a variety of levels. This week, in child support enforcement headlines, two separate verified sources reported that in Maryland a Child Support Worker Pled guilty to theft. What could a child support worker steal?

A Baltimore County judge has sentenced a county child support enforcement worker to 10 years in prison for stealing child support checks.

The [circuit court] plea says from 1998 to 2005 [Keith] Hibbs used Child Support Enforcement Administration computers to change the names on 112 child-support checks so that the money would be made payable to his wife.

The articles appeared through AP Sources on both the WJZ.COM and WMTD.COM websites in Maryland. An important point is that these stories appear locally, despite being national in scope and almost completely subsidized through federal taxpayer funds.

As we reported last week, on April 3, 2009, in the article Former Child Support Services Employee Arrested! Selling Confidential Records, we demonstrated a severe lack of accountability in the entire nationalized child support enforcement program. The lack of accountability and over-participation of the program has ripened the playing field for mass identity theft, bribery schemes, outright theft/embezzlement from various child support funds, and widespread fraud. Don't take our word for it, just take a look at this growing list:

Former Child Support Services Employee Arrested! Selling Confidential Records ~ "Tennessee Bureau of Investigation agents arrested 27-year-old Steven K. Gilmore on Wednesday after he sold the information [names, social security numbers, and other personal information] to an undercover TBI agent for $2,800."

Fort Bend Woman Guilty in Child Support Fraud Ring ~ "Fort Bend County jury has found 42-year-old Debra Hodge guilty of engaging in organized criminal activity for her part in bilking over $40,000 in fraudulent child support from the Texas Attorney General's Office."

Child Support Worker Arrested in Bribery Scheme ~ "ORLANDO, Fla. -- A former employee of the Department of Revenue's Child Support Enforcement program was arrested Thursday on bribery charges."(Local6.Com "Child Support Worker Arrested In Bribery Scheme" March 8, 2007)

Title IV-D Employee Embezzles Quarter of Million in Child Support Enforcement Money ~ "A Natomas woman stands accused of bilking the state Department of Child Support Services of more than $250,000, turning her procurement job into a means of buying a Lexus, hot tub and big-screen television, among other things."

The Weekly Standard Indicts CSE Title IV-D Welfare Program ~ "There is mounting evidence that the system now encourages marital breakup and exacerbates fatherlessness by creating a winner-take-all game, where the losing parent--commonly a father wanting to save the marriage--is unfairly penalized by the loss of his children and by a federally enforced child support obligation."

Federal Child Support Enforcement Program Makes Little "Cents" to the Taxpayer ~ "So the man, named Michael Eugene Lamb, is going into prison at the age of 49, sitting there on a federal conviction, and coming out sometime when he is almost 51 years old. The federal system will charge the taxpayers for his 1.5 year confinement at a cost between $30,000.00 to $50,000.00 depending on the facility and not including any health issues of theconfined."

Child Support Clerk Charged With Embezzlement: More Government Corruption ~ "Another
County employee, this one in Lauderdale County, has been indicted by a grand jury on felony embezzlement charges for allegedly stealing more than $216,000.00 of program money, paid for by taxpayers, by writing unauthorized checks to herself from January 2002 through April of 2007. This employee was released on a $10,000.00 bond, which no doubt was probably a drop in the bucket considering she has already been sitting on the $216,000.00 plus her lush salary."

Two Main Media Outlets Reprot More Thieving Title IV-D/CSE Employees ~ "Two separate reports have come out about a Maine Child Support Enforcement Worker (Title IV-D Employee) that has been stealing money orders from children the agency touts to protect. This most recent employee, who is now on administrative leave pending investigation, was reported as intercepting money orders and depositing them in her personal bank account."

Mounting Accountability Problems With Child Support Programs: Data Stolen ~ "Yuba County scrambled this week to contact 70,000 people whose names and personal information were on a laptop computer stolen from the new Child Support Services office in Linda. County officials said the stolen laptop contained Social Security numbers, birth dates, driver’s license numbers and other private information on 70,000 people+."

Identity Theft: Opt Out of Family Court Services Before it Happens to YOU! ~ "...customers in at least three states have already experienced serious breaches in their personal information, including social security numbers being compromised and potentially handed over to hackers that might want to steal identities in the last few months alone."

Reigning in the Title IV-D program is good for our tax-payers, good for our parents, and most of all… good for our children.

I decided that it's time to jump in on the American Recovery and Reinvestment Act of 2009. This is a disturbing proposition for America. The American Recovery and Reinvestment Act of 2009 is loaded with special interest pork and government job protection. Sometimes, I think these bills should read the The American Taxpayer Cash Diversion Program to protect Government Bureaucrats. The purposes they claim for both the House and Senate Bills respectively...

A bill to create jobs, restore economic growth, and strengthen America's middle class through measures that modernize the nation's infrastructure, enhance America's energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need, and for other purposes.

The American Recovery and Reinvestment Act of 2009 has many flaws, other than of course reinvesting working people's income into non-working people's pockets as if it will actually stimulate or sustain an economy. IE: Socialism and Communism have both tried it to their despair. The thing about these programs are that they erode true equal protection in the way that people no longer have equal opportunities. Instead the people are being drained financially to support those that do not participate fully in the free economy marketplace. I am convinced that bills like this further erode our economy, weakening our dollar, and undermining basic liberties and freedoms for the average citizen.

One of my main concerns is that our Congressmen think they can change the wording and convince people that something bad is really good by coming up with a beneficial sounding title. Taxpayer cash diversion programs that don't stimulate production have a negative effect on sustaining an economy for the long term. A particular area of concern with the American Recovery and Reinvestment Act of 2009 is that States will no longer have to contribute to their own dysfunctional family court system. Instead the States want to just keep receiving huge incentives for having larger family court and child support caseloads which is like a huge negative reward for social dysfunction. Breaking down the family unit however, will lead to complete implosion of our economic structure by itself whether or not done in conjunction with this reinvestment bill.

In 2005 the Deficit Reduction Act (2005) was passed that in pertinent part sealed a loophole that allowed the states participating in the voluntary program to "double dip." Under Sec. 7309 which ended federal matching of state spending of federal incentive payments and to require a fee for successful child support collection not on TANF.

Sec. 7309(a) In General- Section 455(a)(1) (42 U.S.C. 655(a)(1)) is amended by inserting from amounts paid to the State under section 458 or' before `to carry out an agreement'.
Sec. 7310 also requires a Mandatory Fee for Successful Child Support Collection for Family That has Never Received TANF.

In the past, before the spending loophole was closed by the federal government to protect taxpayer interests, what was happening was that a state was spending a federal incentive dollar to get more federal grant money and not contributing anything to the program itself. This obviously is and was a drain on taxpayers in the past, especially when states like California take up 1/5 of the entire allocated funds that are set aside for the whole nation. The Budget Deficit Reduction Act above requires that for non-welfare recipients that $25.00 a year be paid for the services they are receiving from the government.

Women's groups and other special interest lobbies are crying foul, because they don't believe that the state or recipients should have to pay for their fair share of the services, and wants the entire taxpayer population to endure the drain on the public resources whether or not that recipient even qualifies for other welfare services.

At the very least, reinstating the funding loophole is irresponsible, but the program for child support and family court should be limited to those that are eligible to receive actual TANF benefits, else the beneficiaries should pay for the services themselves and leave the taxpayers out of the loop.

Federal Cuts Will Not Put More W. VA Families On Welfare

Articles are coming out across the board in Virginia and other states portraying that the child support program is ripping off poor mothers and poor families because of a $25.00 application fee after it has been determined the agency has distributed $500.00 or more in a calendar year. The propaganda couldn't be further from the truth and is simply untrue. My general response is that the State bureaucracies are just trying to solidify their position as savior to keep their jobs by rewarding a single party with a negative outcome, which is broken homes. Our irresponsible and wasteful government at work. My general editorial response (198 words) is pretty much as follows:

Federal cuts will not put more W. VA
families on welfare. This is a smokescreen that state bureaucracies put up in
an attempt to maintain comfy government employment with lush benefits.

The child support programs were intended to recuperate money
provided by the federal government to the states for welfare. This turned the
states that participate in voluntary Title IV-D programs into taxpayer
subsidized collection agencies. States now focus on revenue generation by
forcing middle and upper-income families into these “free for all” welfare
programs.

The states have created their own dilemma by trying to
artificially increase their participation numbers instead of focusing on families
that need them most, the lower income participants. Only 11% of the cases
should qualify for services on the taxpayer dime; people already eligible for
other state welfare programs.

There are sufficient private collection firms to make up the
difference of any budget cuts by removing nearly half the caseload which
shouldn’t qualify or be eligible for free government services in the first
place. Adding restrictions and removing income ineligible families will
streamline the agency and force the state to focus their programs on aid to
needy families and save the taxpayers immensely.

Eyewitness News Reports on Child Support Snafu

Eyewitness (ABC NEWS) Channel 11 in Raleigh, North Carolina did a story on a recent Child Support Snafu http://abclocal.go.com/wtvd/story?section=troubleshooter&id=5594128 which has lead to at least one frustrated individual that has been plagued by the child support industry.

Every year Luis has to file a motion to challenge the findings. He says, "They see that I'm right and they will dismiss it every year."

I took the time to post a few comments about why this individual has had such a problem because I think what is happening is such an incredible waste of taxpayer dollars:

The reason that the Child Support Agency wants to show an arrearage in this gentleman's case is because it allows them to claim that they are collecting at a higher percentage on arrearage cases. The child support or Title IV-D agency receives more money if they can show that they are performing exceptionally well on "arrearages."

Each case that these "child support" agencies open they get paid more federal money. So for each 1.00 that they spend, they receive 2.00 additional dollars from the Federal Taxpayers. This amounts to welfare for middle and upper class families at the complete expense of the taxpayer. Give me a break people. These people are making good money and should not be receiving welfare services. Basically the person that is receiving the free benefit, which is the court created "custodial" parent so they should have to pay.

Our judiciary has been sold out under cooperative agreements so that they create these orders and get paid as a direct result of their decisions. We no longer have an independent judiciary, but a miner and sapper of our individual rights.

Child Support Snafus are not something that are unique to just North Carolina. They are happening throughout the United States due to immense caseloads associated with the highly competitive child support industry. The caseloads are so critical high and the errors are so common due to the State program directors packing as many middle and upper class feuding families into the programs. By padding the participation numbers the agencies receive more federal matching funds at taxpayer expense. The program no longer focuses on recovering debt associated with welfare expenes and now focuses almost solely on revenue generation for the State budgets. Children are now worth a specific amount of money when "enrolled" into these free for all welfare programs that lack proper restrictive eligibility requirements. Restricting participation would reduce errors and increase efficiency, while bringing the programs' focus back to aid for needy families.

On top of the Snafus there are an immense number of other problems, including criminal activity associated with the various state child support programs. Just review the articles and information below to see how far the problems actually go.

More Confidential Data Has Been Stolen: Child Support Program in Crisis

If a government agency cannot even protect your data...why would you think they could protect or decide in matters that are best for your children. Children need both parents to look over their children, not incompetent government bodies that benefit from tearing apart homes.

I have written quite a few pieces on Identity Theft and issues relating to data-mining/harvesting conducted by government and commercial agencies for the Child Support Enforcement Program. The Child Support Program is clearly in crisis. Participants of family court services and friend of the court services are at risk of their identities being stolen by voluntarily participating with these wasteful programs.

One blatantly apparent problem with Michigan's Financial Data Match program is that banks could potentially share citizen's information without their knowledge and without them having any open family court cases. This give the opportunity to the requesting agency to sift through the information of anyone's accounts that is greater than $500.00 as a potential match to an open family court case. The problem also is when a wrong match is made and money is taken from an individual that there is no recourse because the state has granted immunity from liability in these actions.

Do you want your personal information shared with government agencies that don't have adequate safeguards, violate federal privacy regulations, and laptops containing confidential information about you floating loosely around all over the place? Do you want to have to rebuild your credit from scratch because of mistakes made by incompetent government agencies that are sharing information back and forth?

You should opt-out of Family Court Services and/or Friend of the Court services as soon as possible and BEFORE identity theft happens to you! Here's how!

definitely time to reign in free for all welfare spending programs like Title IV-D (Child Support Enforcement Programs) to slim down an over sized government bureaucracy and restore some safety controls to
prevent it from stealing from parents, children, and the nation's
taxpayers. It's time to shrink this agency back to only providing

The place is Meridian, Mississippi and the alleged crime is EMBEZZLEMENT. I have been covering stories surrounding the leeches that have been involved in the free for all welfare program, created under the guise of "child support enforcement," known as the Title IV-D Program. The program is already stealing from taxpayers by forcing the inclusion of the middle-class and upper-class families in to the program but now there is definitely an upward trend associated with theft from the program itself by the County cooperative contract employees demonstrating a need for citizen oversight. We cannot entrust these employees to manage money, let alone make recommendations to what is best for our children.

Title IV-D Program Serves the Greedy Not the Needy: More Child Support Fraud Reports

A Gas Station Owner is out over $15,000.00 for fraudulent unpaid child support debit card transactions but more importantly a total of approximately $82,0000.00 of money was spent without pin number verification. The Morning Star published a story called "Fraudulent Support Spree" on July 4, 2007. The curious thing is that charges have not been filed against the woman that was utilizing the State funds and the story makes no mention relating to the money not being allocated to the children for their expenses. Lack of Accountability and other major problems are a growing class of occurrences plaguing the overcrowded State Title IV-D programs where over half the participants in the Title IV-D program are middle and upper-class families that should not receive services through free-for-all welfare funding associated with the Federal Title IV-D. The current program unfortunately focuses on State revenue generation rather than actual aid to needy families which adds to the widespread problems being reported across the nation.

Fraudulent child support spree

SHEFFIELD TOWNSHIP -- The owner of the Clark Gas Station, 2425 North Ridge Road, told Lorain County sheriff's deputies he is out more than $15,000 because a man and woman used a child support debit card to buy things from his business between March and May of this year.

Abdul Malik, the owner of the gas station, told deputies a company that writes him checks for credit card purchases would not pay him for $15,533 over the three months of purchases from the woman and man due to insufficient funds in the debit card account. Malik was unavailable for comment yesterday.

The 49th Annual Frankenmuth Bavarian Festival, raising awareness of Equal Parenting.

On June 10, 2007 I thought it was time to raise awareness of House Bill 4564 by talking to people on the street before and after the Frankenmuth Bavarian Festival Parade. I discussed Equal Parenting and passed out business cards and provided information about Michigan's Equal Parenting Bill, House Bill 4564.

This is only a fraction of the effort that is being placed into raising awareness of the issues surrounding Michigan's Families and how Federal Funding Obstructs Children's Substantially Equal access to both of their parents.

Events will be happening all Summer long, including the Bike Trek for Equal Parenting and also the Washington DC Rally for Equal Parenting. I will be participating in all of the events and making sure that footage is generated at every event.

Kent County Friend of the Court staff and judges should realize that I will be living up to my promise of ensuring that their funding is cut for the willful interference and enabling of the willful deprivation of a child's right to equal access to both fit and willing parents. More people than ever are understanding the cause of the problems associated with the appearance of bias and discrimination in the family court courtrooms. There is a dollar on your children's heads and on one parent's heads, AND THE JUDGE'S GET TO SET THE AMOUNT THAT MOST BENEFITS THEIR OWN OPERATIONS. It's time to reign in free for all welfare programs that encourage the breakup of families.

Two Maine Media Outlets Report More Thieving Title IV-D/CSE Employees

Two separate reports have come out about a Maine Child Support Enforcement Worker (Title IV-D Employee) that has been stealing money orders from children the agency touts to protect. This most recent employee, who is now on administrative leave pending investigation, was reported as intercepting money orders and depositing them in her personal bank account.

"Rockland police charged Jill Cunningham, 34, of Fairfield with felony theft and aggravated forgery for stealing the child support payments, according to Deputy Police Chief Wally Tower." Just last week we shared with you several other thefts, forgeries, and frauds that are overshadowing the agency that focuses on services to the greedy instead of services to the needy. Agencies across the nation are focusing collection efforts on middle and upper-class families and drowning out the voice of the needy, while apparently stealing some for themselves too. State employee charged with stealing child support payments

ROCKLAND (June 4): A Maine Department of Health and Human Services employee was charged with theft and forgery on Friday for stealing child support payments.

Rockland police charged Jill Cunningham, 34, of Fairfield with felony theft and aggravated forgery for stealing the child support payments, according to Deputy Police Chief Wally Tower.

Cunningham served as a DHHS support enforcement staff member, according to Tower. The DHHS thefts were reported out of the department's Rockland office on Camden Street when $2,500 in child support payments were deposited into an employee's personal account.

The investigation was conducted by Rockland Police Detective Russell Thompson.

If it isn't the actual child support enforcement officers stealing from the taxpayers, then its more greedy participants aiming to defraud taxpayers, parents, and children of green. The Title IV-D program is plagued with overparticipation, fraud, and misrepresentation to the public that money is destined for children, but in reality the money goes into everyone else's pockets but the children's. FB woman guilty in child support fraud ring

A Fort Bend County jury has found 42-year-old Debra Hodge guilty of engaging in organized criminal activity for her part in bilking over $40,000 in fraudulent child support from the Texas Attorney General's Office.

According to Michael Elliott, Chief of the Economic Crimes Division, Hodge and 11 co-defendants participated in an illegal scheme to defraud the Texas Attorney General's Office out of thousands of dollars from September 2005 through March 2006.

Hodge opened at least one personal bank account and gave blank checks to another co-defendant who would then forge signatures as persons owing child support.

These checks were fraudulently written for the benefit of other co-defendants and submitted to the Attorney General's Office, who would then forward the payments to those co-defendants - who were all actually owed child support. When they received the payments, those co-defendants would surrender a percentage back to the individuals who supplied the checks.

Hodge testified in her trial that the checks were stolen and forged without her knowledge. However, further testimony revealed that she had never reported the checks as stolen. During a heated cross-examination by Elliott, Hodge admitted that even she would not believe the story she was telling if she was on the jury.

“The citizens of Fort Bend County were clear that they would not tolerate criminals stealing money which is designated to support our children,” said Elliott, “ and even minor involvement in a scheme of this nature will not go unpunished.”

Hodge was tried in the 268th District Court before visiting judge Neil Caldwell. The charge of Organized Criminal Activity in this case is a second-degree felony.

Assistant District Attorneys Michael Elliott and Kristen Moore prosecuted the case. Eric Ashford represented the defendan[t].

That's right folks. A California Department of Child Support Services employee bilked the State Department of Child Support Services of more than $250,000.00!!! This is just another example of how the current Title IV-D program is abused by the various States that are voluntarily participating in the program. The state police have indicated that there are more than $300,000.00 worth of goods that the employee has in her possession that were purchased with at least one government credit card.

State worker accused of illegal buying spree

A Natomas woman stands accused of bilking the state Department of Child Support Services of more than $250,000, turning her procurement job into a means of buying a Lexus, hot tub and big-screen television, among other things.

Carey Renee Aceves, 34, was arrested Thursday on suspicion of embezzlement and grand theft in her Natomas home. California Highway Patrol Lt. Michael Richard said Aceves appeared relieved when officers knocked on the door, and took them on a tour of the two-story house, pointing out dozens of items she bought with a state credit card.

California Department of Child Support Services Deputy Director David Maxwell-Jolly said Aceves had direct buying power with a credit card, which she used to buy furniture and services for an office move during her 17 months with the agency. DSS officials said Aceves falsified invoices to make it appear she was making legitimate purchases. Meanwhile, she was buying iPods, speakers and stereos, and selling some items on the Internet auction E-Bay to save money for the Lexus, authorities said.

Richard said the Lexus had 389 miles on the odometer when it was confiscated Thursday.
